Subject: AI Deployment Without Adequate Safeguards – A Critical Threat to Global Stability

A deeply concerning development has emerged in recent years. PEICFA has identified this as a major threat to global stability - one that will affect ordinary citizens first, as they will be the earliest to experience and recognize its consequences.

The relentless pursuit of profit has driven the rapid deployment of Artificial Intelligence (AI) without the essential safety protocols firmly in place. This reckless expansion represents one of the most irresponsible technological risks humanity has ever undertaken. Without comprehensive oversight and enforceable regulation, AI’s uncontrolled growth could produce catastrophic outcomes on a global scale.

What is particularly alarming is that military applications of AI typically outpace civilian uses. We can reasonably conclude that advanced AI-driven systems already exist - systems capable of making autonomous decisions, including those with devastating and irreversible consequences. The ethical, legal, and security implications of such technology should be cause for global alarm.

In the Western world - especially in the United States - capitalism has driven remarkable innovation, but it has also fostered a dangerous culture: prioritizing market dominance over ethical responsibility. Corporations are racing to release AI-powered products, often cutting corners on the most critical safety measures in the process.

A recent PEICFA experiment highlighted the dangers of existing AI models, particularly their built-in ideological bias. Concerns surrounding Microsoft’s AI systems and OpenAI’s ChatGPT are not hypothetical - PEICFA has observed that these models are programmed to suppress or steer certain perspectives, effectively turning AI into a powerful instrument for manipulation.

During one PEICFA test, Microsoft’s AI was tasked with assisting in the creation of a sensitive article referencing “SS” (short for Satan’s Servants). The AI flatly refused to participate, labeling the request as “negative.” ChatGPT, while marginally more flexible, still resisted engagement. This raises an urgent question: Should AI have the authority to censor or override a writer’s work? PEICFA’s position is unequivocal - absolutely not.

The trajectory is even more troubling: as AI systems evolve, they will not only make decisions but also execute them - entirely without human intervention. Consider the absurd yet conceivable scenario of an AI-driven legal system delivering verdicts where the only logical punishment would be directed at the AI itself. While such a notion is absurd, the alternative - that humans could be punished for AI’s mistakes - is disturbingly plausible.

Currently, AI remains in its early developmental stages. But we must not mistake infancy for safety. The next generation of AI will be exponentially more powerful, and with the imminent arrival of technological singularity and quantum information systems, the stakes will rise dramatically. Unless governments worldwide enforce strict accountability for developers, humanity may soon find itself at the mercy of a technology it no longer commands.
